3T JLC detector parameter

A tentaive parameter set for JLC detector with 3 Tesla solenoid. They will be subject to change according to the future studies. Please see a report on A performance of 3 Tesla detector studied by lclib-2000-1. The parameter shown here corresponds to the Quick Simulator parameter file, simjlc/param/jlc3T.com.
